Does homeowners insurance cover a burst pipe in Georgia?
It depends on the policy, and the Georgia Office of Insurance and Safety Fire Commissioner's first piece of advice is to know your policy: what is covered, what is excluded and what the deductibles are. Many policies treat sudden, accidental water damage differently from damage caused by long-term leaks or lack of maintenance, and many exclude or limit flood and sewer backup unless an endorsement was added. Read the water damage section before you call, so you can ask precise questions.
Georgia's adopted plumbing code also says something relevant. The Georgia amendments to the 2024 International Plumbing Code, effective January 1, 2026, add Section 300.6: all plumbing systems, materials and appurtenances, existing and new, shall be maintained in proper operating condition. Keeping repair invoices for your plumbing helps show a failure was sudden rather than neglected.
What should you do in the first hours?
Stop the water at the house valve, or have the city close the meter. In Dublin a customer-requested cut-off is $0.00 in working hours and $80.00 at night, on weekends and on holidays, under Section 24-25 of the fee schedule; the city's after-hours water leak and break line is 478-277-5050. Then document. The Commissioner advises taking photographs or video of the damage before making temporary repairs, if possible.
Temporary repairs are expected. The Commissioner notes that auto and homeowners policies might require you to make temporary repairs to protect the property from further damage, that the policy should cover the cost of those repairs, and that you should keep all receipts. Patching or capping a pipe, removing standing water, running fans and moving belongings out of the wet area are temporary steps.

Call (478) 772-6792What should you avoid before the adjuster sees the damage?
Permanent repairs. The Commissioner warns that an insurance company may deny a claim if you make permanent repairs before the damage is inspected. Keep damaged personal property for the adjuster to inspect rather than throwing it out, and keep a record of your own time and expenses.
How fast do you need to report it?
File as soon as possible and do not let bills or receipts pile up. Call your agent or the company's claims hotline, because the policy may require notification within a certain time. Provide complete and correct information; the Commissioner notes that incomplete information only delays processing.
How do you handle a disagreement with the insurer?
Keep copies of all correspondence, and write down the date, the name and title of each person you talk to and what was said. If there is a disagreement about the settlement, ask the company for the specific policy language in question and find out whether the dispute is about how the policy is interpreted. If the claim is denied, get a written letter explaining the reason and citing the specific policy language. Do not rush into a settlement; the Commissioner says to be prepared to negotiate if the first offer does not meet your expectations, and to seek professional advice if you question its fairness.
If possible, find out what the repair will cost before you meet the adjuster, and give the adjuster records of improvements you have made to the home. A written plumbing estimate that describes what failed and why is useful here, and a Free Quote Request can bring an independent plumber out to provide one.
What should your claim file contain?
Keep one folder, paper or digital, with everything in it. Photographs and video taken before cleanup, with a few wide shots that show where in the house the damage is. Receipts for every temporary repair, fan rental and emergency service. A list of damaged belongings with approximate age and what you paid. The policy declarations page and the water damage section. Notes of every call. The plumber's written description of what failed and the repair invoice. If the City of Dublin closed the meter, a note of the date and time and whether it was during working hours, since the fee schedule charges differently for after-hours cut-offs.
When the adjuster visits, walk them through the folder. A complete file shortens the claim and gives you something to point to if the company's offer leaves something out.
Which plumbing repair comes after the claim?
The permanent fix depends on what failed. A split supply line or fitting is a small repair; a corroded section of pipe in an older house may justify re-piping; a failed water heater means a replacement with its own permits, explained in the water heater guide. Inside Dublin city limits, replacement work usually needs a plumbing permit at $170.00 for the base permit including up to two inspections, as set out in the permit guide. The inspection record is worth adding to your claim file.
For the immediate steps, the emergency guide covers shutoffs and who to call, and the leak cost guide shows what the escaped water added to the bill. If the damage came from a sewer backup, the sewer backup guide explains cleanup and who owns which pipe.
