Why is this month's City of Dublin water bill higher?
There are only three possibilities: more water went through the meter, the reading was wrong, or the billing changed. The third is easy to check. The City of Dublin's current fee schedule is the one updated September 3, 2026 under Resolution #26-45, and the residential water and sewer rates in it are the ones shown below. If your bill matches those rates and the usage figure is higher than usual, the meter recorded more water, and the job is to find out where it went.
Compare the usage line with the same month last year rather than last month. Summer irrigation, a pool fill, house guests or a new appliance all raise usage. If nothing like that happened and the number jumped, a leak is the likely cause. Georgia's outdoor watering rule also matters here: under the Georgia Water Stewardship Act, in effect since June 2, 2010, landscape watering on water from a permitted system is allowed daily only between 4 p.m. and 10 a.m., with exceptions such as drip irrigation, hand watering with a hose that shuts off automatically and new plantings for 30 days. An irrigation controller set to run in the middle of the day is worth checking on two counts.

How do you test the meter for a leak?
Shut off every fixture and appliance in the house, including the ice maker and any irrigation. Find the meter box, open the lid and look at the register. If the low-flow indicator moves, or if the reading changes over an hour with nothing running, water is leaving the system. Close the main valve at the house and watch again. Movement that stops when the house valve is closed points to a leak inside the house. Movement that continues points to the yard line between the meter and the house, which is the owner's pipe even though it is outdoors.
What should you check inside first?
Toilets first: a dye test in each tank catches a leaking flapper. Then the water heater relief valve discharge pipe, which should be dry; outdoor hose bibs; under-sink supply lines; the washing machine hoses; and any irrigation zone valves. A wet patch in the yard, a section of lawn that stays green in dry weather or a sound of running water in a wall with everything off are the signs of a hidden leak that needs a plumber with leak-locating equipment.
Know what the city charges, then let an independent local plumber price the repair.
Call (478) 772-6792What if you think the meter was misread?
City of Dublin meter readers use a handheld computerized reading system, and the Meter Department handles more than 500 service orders a month, so a re-read request is routine. You can reach Customer Service at 478-277-5010 or the Meter Department supervisor at 478-277-5014, Monday through Friday from 8:00 AM to 5:00 PM. The fee schedule charges $15.00 for subsequent and multiple customer meter read requests, so a first request costs nothing extra under that line, but repeated requests do.
Read the meter yourself before you call and write the number down with the date and time. If the city's reading is lower than yours, the bill is not a misread; the usage is real. If it is higher than the meter shows today, that is worth raising.

What happens if you cannot pay the bill on time?
Section 24-40 sets a 10% penalty on water bills that are not paid on time and says that if bills are not paid within twenty-five days, water service will be discontinued without further notice. Section 24-42 lets the city require a deposit, $100.00 for current or former customers in situations such as three late payments or three terminations for nonpayment within a twelve-month period. The city's fee schedule also notes that the City Manager may authorize a one-time, once-per-customer waiver if the customer signs up for automatic bank drafts, which Customer Service handles.
If a leak caused the high bill, fix it before the next reading. The schedule does not publish a leak adjustment rate, so ask Customer Service what documentation, such as a plumber's repair invoice, they want to see. Keep that invoice either way.
When should you bring in a plumber?
Once you have confirmed that water is moving with everything off, and the toilets and visible fixtures are not the cause, a plumber is the next step. Yard-line leaks, slab leaks and leaks inside walls need the line located, exposed and repaired, and replacement work in the City of Dublin usually requires a plumbing permit, which starts at $170.00 including up to two inspections under Section 6-124. The permit guide covers the details.
Use the leak cost calculator to put a number on what the leak is adding each month, and send a Free Quote Request with what you found at the meter. If the bill problem came with a sudden failure, start with the emergency guide; if the city needs to shut water off at the meter while the work is done, the cut-on and cut-off guide lists the fees.
