Which offices handle plumbing-related permits in the county?
Three county offices share the work. The Laurens County E-911 Office verifies and assigns addresses and sells building permits. Laurens County Environmental Health issues septic permits and does the site evaluations. The Laurens County Building Inspection Department does inspections, including the electrical inspection every manufactured home needs before Georgia Power or a local EMC will turn on power. The Board of Commissioners' office at 117 E Jackson Street in Dublin lists 478-272-4755.
That structure is different from the City of Dublin, where Planning and Development issues trade permits and the city sells water, sewer and gas. If your address is in the city, use the Dublin permit guide instead.

What do county permits cost?
The county's Building Permits page lists $0.25 per heated square foot for building a home, with a $200.00 minimum; $100.00 for a mobile or modular home permit; and $25.00 for additions and business permits. Environmental Health charges $175.00 for a new, repair or additional septic permit and $150.00 for a relocation. The published list does not show a separate stand-alone plumbing permit fee, so ask the county before a large repair, such as a re-pipe or a water heater relocation, whether it wants a permit for that work.
Payments at the E-911 office can be made in cash, by check or by credit card, according to the county page.
Know what the city charges, then let an independent local plumber price the repair.
Call (478) 772-6792How do wells and septic change a plumbing job?
Most rural Laurens County homes have no utility meter. The water comes from a private well through a pump and pressure tank, and the wastewater goes to a septic tank and drain field. That changes the plumbing in three ways. The pressure tank and pump controls are part of the house system, so a no-water call is often a pump, pressure switch or tank problem rather than a pipe. Water quality is the owner's responsibility, so testing and treatment equipment come into play; the well water testing guide lists the City of Dublin laboratory's fees for non-customers. And anything that affects the septic system, from a new bathroom to a garbage disposal, adds load the system was sized for.
When a drain backs up on a septic home, the question is whether the building drain is clogged or the tank is full. A plumber can clear the line; if the tank is the problem, the septic permit guide covers what Environmental Health requires for a repair.

Who do you call when something fails?
There is no utility after-hours line for a private well or septic system, so the first steps are your own: shut off the water at the pressure tank's outlet valve or the main house valve, and turn off the breaker to the well pump if a pipe has burst, so the pump is not running against an open line. For a gas smell from propane equipment, leave and call 911 and your propane supplier.
Then call a plumber for house piping, a well contractor for the pump and well, or a septic contractor for the tank and field. A Free Quote Request on this page reaches an independent plumber who works in Laurens County; say whether the home is on a well, septic or both. If you are close to Dublin or East Dublin water mains, the East Dublin guide and the new connection guide explain the city options.
What should a rural homeowner keep on hand?
A short list saves time when something fails. Know where the main house valve is and how to turn off the well pump breaker. Keep the pressure tank's size and the pump's age written near the tank. Keep the septic tank's location sketched on a copy of the site plan, with the date it was last pumped. Keep the county permit numbers for the house and septic system, and the E-911 address exactly as the county assigned it, because plumbers, well contractors and emergency services all use it.
With that information a plumber can often diagnose a no-water or slow-drain problem over the phone well enough to bring the right parts, and the county offices can find your records quickly if a permit is needed.
Keep the published county numbers with that list: Laurens County E-911 at 478-275-7099 for address questions, Environmental Health at 478-275-6779 for septic, and the Building Inspection Department at 478-272-4755 or 478-609-1370.
Which state rules still apply in the county?
The same Georgia State Minimum Standard Plumbing Code applies everywhere in the state: since January 1, 2026, the 2024 International Plumbing Code with Georgia amendments, as the code and license guide explains. Any job that digs, including a new well line or a septic line, needs a Georgia 811 locate request first under the Georgia Utility Facility Protection Act. And outdoor watering rules under the Georgia Water Stewardship Act treat water withdrawn from a private well on your own property as an allowed use at any time of day.
Before hiring, check the plumber's license on the Georgia Secretary of State verification site and ask who will meet the county inspector if an inspection is needed.
