What should you do in the first five minutes?

Stop the water. Every Dublin house on city water has a meter, usually in a box near the street, and most houses also have a main valve where the line enters the building, often in a crawl space, garage or near the water heater. Turning the house valve clockwise until it stops will shut off supply to everything downstream. If the house valve is stuck or missing, the meter box usually has a valve on the street side of the meter; a meter key or wide adjustable wrench turns it a quarter turn.

If the leak is from a water heater, close the cold-water valve on top of the tank and turn off the heat source: the breaker for an electric unit, or the gas control to pilot or off for a gas unit. Many homes in Dublin are on the city's own natural gas system. If you smell gas or hear it blowing, leave the gas control alone, get out, call 911 and then call the city at 478-277-5050, as the city instructs on its website.

If sewage is coming up a floor drain or a lower toilet, stop using water anywhere in the house. Every flush, shower or load of laundry adds to what comes back up. The sewer backup guide explains how to tell a blockage in your own line from a problem in the city's main.

Whose problem is it: the city's or yours?

The meter is the dividing line for water. A break between the main in the street and the meter is a City of Dublin repair; a break on the house side of the meter, including the yard line, the pipes in the walls and the fixtures, is the owner's responsibility and the job for a plumber. The city's Meter Department reads more than 12,257 meters and handles more than 500 service orders a month, and its meter readers inspect meters and connections for defects and damage, so the city is used to calls about the meter box itself.

For a street-side break, a water main problem or no water at all outside office hours, the city's listed number is 478-277-5050. During the day, Customer Service at 478-277-5010 handles account questions, and the Meter Department supervisor is at 478-277-5014. In East Dublin, which runs its own system, the published water line is 478-275-9667 and the wastewater line is 478-272-3050. Homes on private wells and septic systems in rural Laurens County have no utility to call for the water itself; the Laurens County guide covers who regulates what there.

What does the city charge to turn your water off or on?

If you cannot close your own valve and need the city to turn water off at the meter, Section 24-25 of the fee schedule sets the charge. A customer-requested cut-on or cut-off during working hours is $0.00. In non-working hours, including weekends and holidays, it is $80.00. Accounts that have both gas and water service are charged only one fee per cut-on or cut-off. That is a reason to learn where your own valve is now, on a quiet day, rather than at 2 a.m. The cut-on and cut-off fee guide lists the related account charges.

What should you photograph and keep before cleanup?

Georgia's Office of Insurance and Safety Fire Commissioner tells homeowners to photograph or video the damage before making temporary repairs, to keep every receipt for those repairs, and to keep damaged personal property for the adjuster to see. It also warns not to make permanent repairs before the damage is inspected, because a company may deny a claim on that ground. Temporary steps such as shutting water off, moving furniture, running fans and patching a pipe to stop the flow are the kind of protective work a policy may require.

Call your agent or the company's claims line as soon as possible, because some policies set a time limit for notice. Write down the date, the name and title of each person you speak with and what was said. The burst pipe claim guide goes through the rest of the Commissioner's advice.

Will the emergency repair need a permit?

Stopping a leak does not wait for a permit. Replacing a section of pipe, a water heater or a sewer line usually does need one in the City of Dublin, and the plumber who does the permanent repair normally pulls it. The base plumbing permit is $170.00 including up to two inspections, as set out in the permit guide. The water heater guide explains the gas permit that can apply when a gas unit is replaced.

When you talk to a plumber about an emergency, describe what failed, where the water went, whether you shut off the main and whether the problem is on city water, East Dublin water, a well or a septic system. That lets the plumber bring the right parts on the first visit. A Free Quote Request on this page collects four details and passes them to an independent local plumber who can call you back.
