Water Cut-On and Cut-Off Fees in Dublin, GA

Before a repair, a move or a new tenant: what the city charges to cut water off or on, open an account, and when a deposit applies.

Do you need the city to shut off water for a plumbing repair?

Often you do not. If your house has a working main valve, a plumber can close it and work on everything downstream. You need the City of Dublin at the meter when the house valve is missing, seized or itself the thing being replaced, when the leak is between the meter and the house valve, or when the yard line is being replaced. In those cases, timing matters, because the city's fee for a customer-requested cut-on or cut-off depends on when it happens.

Section 24-25 of the fee schedule updated September 3, 2026 sets the charge at $0.00 during working hours and $80.00 during non-working hours, including weekends and holidays. Customer accounts with both gas and water utility service are charged only one fee per cut-on or cut-off. Scheduling a planned repair during the week, with a cut-off in the morning and a cut-on when the plumber finishes, avoids the after-hours charge entirely.

What does it cost to open or transfer a water account?

Moving into a Dublin home or putting utilities in a new name starts at Customer Service, on the first floor of City Hall at 100 S. Church Street, Monday through Friday from 8:00 AM to 5:00 PM, or by phone at 478-277-5010. The city's forms for starting service include an application for residential utilities and a bank draft authorization form. The fee schedule charges $25.00 for account establishment for new customers or account transfers.

Section 24-42 sets deposits. The general rule is a deposit equivalent to the minimum bill. A $100.00 deposit applies to a current or former customer or transferee whose services were terminated for nonpayment three times in a twelve-month period, who made three late payments in the previous twelve months, or who is a new customer without a good payment reference from a previous utility. Large commercial and small industrial customers pay an estimated three months of usage or $150.00, whichever is greater.

What if water is turned on without an application?

The schedule sets a $50.00 fine for connection to service without an application to service, payable in addition to any required deposits, usage charges or fees before service is reconnected. A plumber should not reopen a city meter valve that the city has locked or tagged.

Know what the city charges, then let an independent local plumber price the repair.

How do you plan a shutoff around a repair?

Tell the plumber whether the house has its own working main valve and where it is. If it does, the city usually does not need to be involved at all. If it does not, ask the plumber whether the repair should include a new main valve, which makes every future repair simpler. Then call Customer Service during working hours to arrange the cut-off and cut-on, and give the plumber's expected start and finish times.

For an emergency outside working hours, the published after-hours number for water leaks and breaks is 478-277-5050. If the break is on the street side of the meter, the repair is the city's. If it is on your side and you need the meter valve closed, expect the $80.00 non-working-hours fee unless you can close the valve yourself. A meter key from a hardware store and five minutes spent finding the valve on a calm day are cheap insurance.

What if the water was cut off for nonpayment?

Section 24-40 says that if bills are not paid within twenty-five days, water service will be discontinued without further notice, and a 10% delinquency penalty applies to late bills. Sewer bills follow a similar rule under Section 24-74. Restoring service then runs through Customer Service, which can tell you the amount due, any deposit that now applies and whether the cut-on falls within working hours.

A long shutoff can itself cause plumbing problems: dry traps that let sewer gas into the house, air in the lines that sputters at the taps, and sediment stirred loose when water returns. Run each faucet slowly when service comes back, and refill any trap that smells. If a water heater was drained or its heat left on with no water supply, have it checked before you rely on it. The water heater guide explains why, and the high water bill guide explains the billing rules that lead to a cut-off in the first place.

Which other city charges come up around a plumbing job?

The plumbing permit for the repair itself, if one is needed, is $170.00 for the base permit including up to two inspections, under Section 6-124; the permit guide covers it. A new meter or a larger meter is a different process, covered in the new connection guide, because it can bring capital recovery fees. For a leak that has already run up a bill, the leak cost guide shows what each 1,000 gallons cost. When the repair is ready to book, a Free Quote Request passes the details to an independent plumber who works in Laurens County.
