Does replacing a water heater in Dublin need a permit?
Usually yes. A water heater connects to the water supply, the drain for the relief valve and, for a gas unit, the gas line and a vent. Replacing it is plumbing work that inspectors look at, and the City of Dublin's Section 6-124 sets the base plumbing permit at $170.00 including up to two inspections, with $85.00 for each additional inspection. The plumber normally pulls it.
What sets Dublin apart is gas. The city runs its own natural gas utility, and Section 6-145 of the fee schedule sets gas permit costs: a $10.00 gas permit administration fee per permit, and residential and commercial permits at 2% of the total value of the work performed. Replacing a gas water heater, or converting from electric to gas, can therefore involve a plumbing permit and a gas permit.

Who is allowed to work on the gas side in Dublin?
The fee schedule refers to a gas fitter's certificate of competency, with a $15.00 examination fee and a $10.00 annual renewal, and to a $25.00 permit in lieu of that certificate for work outside the city but inside the city's gas service territory. That tells you the city keeps its own credential for gas work on its system. Ask any plumber who will connect a gas water heater whether they hold the city's gas fitter's certificate or will pull the permit in lieu of it, and whether the gas permit is in their price.
If you ever smell gas near a water heater, leave, call 911, and then call the City of Dublin at 478-277-5050, as the city instructs on its website.

Georgia adopted the 2024 International Plumbing Code with Georgia amendments effective January 1, 2026. Chapter 5 of that code covers water heaters, and the Georgia amendments add Section 501.10: requirements for boilers, water heaters and pressure vessels over 200,000 BTU/h, over 210 degrees Fahrenheit or over 120 gallons in capacity are set by O.C.G.A. Title 25, Chapter 15 and the rules of the Office of Insurance and Safety Fire Commissioner. Ordinary household water heaters are far below those thresholds, so the local inspection is the one that applies; very large units fall under the state's boiler program.
The Georgia amendments also state that fuel-gas-fired water heaters and their venting are regulated by the International Fuel Gas Code, which is why a gas unit's vent and gas connection are inspected as gas work. The code and license guide explains the rest of the 2026 code change.
Electric, gas or tankless: what changes in Dublin?
An electric tank replacement is usually the simplest: water connections, the relief valve discharge, and the electrical circuit. A gas tank adds the gas connection and venting, and in Dublin the city gas permit. A tankless unit often needs a larger gas line or a new electrical circuit, a different vent and sometimes a condensate drain, which raises the value of the work and so the 2% gas permit. A move from one fuel to the other adds work on both sides.
Water quality affects how long a heater lasts. The City of Dublin's 2025 Water Quality Report describes a lime softening plant, first built in 1936 and since expanded, as part of its treatment system. Sediment still collects in tanks over time, so flushing a tank on the manufacturer's schedule is worth doing, and a water heater that rumbles or leaks at the base is usually near the end of its life.
How do you know a water heater is near the end?
Look for rust-colored hot water, rumbling or popping as the burner or element runs, water around the base, or a relief valve that drips. A label with the manufacture date tells you the age. A leak from the tank body itself cannot be repaired and means replacement; a leak from a fitting or the relief valve often can be fixed. Schedule a replacement before failure if you can, because a planned job during working hours avoids the City of Dublin's after-hours cut-off charge and lets you compare prices rather than taking the first available plumber.
What should you have ready when you ask for a price?
The fuel type, the tank size from the label, where it sits (garage, closet, attic or crawl space), the age if the label shows it, and whether there is a drain pan and a relief valve pipe running outside. Mention whether you are on City of Dublin gas or propane. A plumber can then say whether the price includes both permits, haul-away of the old unit and any code upgrades, such as a pan or an expansion tank, that the inspector is likely to require.
If the old heater is leaking now, close the cold-water valve on top and turn off the power or the gas control, then follow the emergency guide.
