Which plumbing jobs in Dublin need a permit?
The City of Dublin sets plumbing permit costs in Section 6-124 of its fee schedule, and the language is broad: any plumbing permit requiring inspections, and all stand-alone trades permits, pay the base permit fee. In practice, work that replaces or alters piping, fixtures, water heaters or drain and sewer lines is the kind of work inspectors look at, while like-for-like repairs such as a new faucet cartridge or a toilet flapper generally are not. When in doubt, ask the city's Planning and Development Department, which handles zoning and inspections and lists its office line as 478-277-5070.
The plumbing code the inspector applies is Georgia's State Minimum Standard Plumbing Code, which since January 1, 2026 is the 2024 International Plumbing Code with Georgia amendments. The plumbing code and license guide explains what that means and how to check a plumber's state license.

What does a Dublin plumbing permit cost in 2026?
For work that is not part of a larger building project covered by O.C.G.A. 48-13-9(e)(5), the base plumbing permit is $170.00 and includes up to two inspections. Each additional inspection the job requires is $85.00. A trade permit for an accessory structure under 300 square feet is $85.00. For building projects that fall under 48-13-9(e)(5), plumbing permits are included in the building permit fee instead of charged separately.
What raises the cost of a permit?
Section 6-47 adds charges that apply across the trades. A first reinspection is $50.00 and may be waived by the City Manager; second and later reinspections are $100.00 each. Failure to call for an inspection is $150.00 per inspection. Starting work before obtaining a permit means double permitting fees. Changing contractors costs $10.00 to transfer the permit, and failing to notify the city of a contractor change is $50.00. Most of these are avoidable by scheduling inspections before work is covered and by keeping the contractor on the permit current.
How are new homes and additions charged?
New single-family homes and new additions to single-family homes are charged $0.25 per heated square foot with a $200.00 minimum, and that fee includes trade permit costs, so a separate plumbing permit is not added. Temporary certificates of occupancy for residential and multi-family units are $45.00 per unit for up to 90 days.

Call (478) 772-6792Who pulls the permit, you or the plumber?
On a hired job the plumber normally pulls the permit, because the inspection checks that plumber's work and the permit records which contractor is responsible. The fee schedule's charges for transferring a permit and for failing to report a contractor change assume exactly that arrangement. Ask any plumber you are considering whether the price includes the permit and the inspections, and how many inspections the job is likely to need. A water heater swap may need one visit; a re-pipe or a sewer replacement may need a rough-in and a final.
Larger projects go through the city's plan review process. The city's Development Plan Review and Permitting Process document says developers should expect 30 to 90 days from initial plan submittal to building permits, depending on size and review queues, and that after zoning and plan review are approved, the New Utility Service Application is the next step. For a homeowner adding a bathroom, the new connection guide explains when that utility application and its capital recovery fees come into play.
What if the address is outside Dublin city limits?
Then the City of Dublin is not the permitting office. Unincorporated Laurens County uses its own process: address verification through Laurens County E-911, a building permit bought at the E-911 office, and, for septic work, a separate permit from Laurens County Environmental Health. The county's published fee list covers home building permits at $0.25 per heated square foot with a $200.00 minimum, mobile and modular homes at $100.00 and additions or business permits at $25.00; it does not list a separate stand-alone plumbing permit fee. The Laurens County guide has the details, and East Dublin, a separate city, is covered in the East Dublin guide.

How do you keep an inspection from costing extra?
Book inspections before anything is covered: walls closed, trenches backfilled or a crawl space access sealed. Make sure someone can let the inspector in. Ask the plumber to test the work before the inspector arrives, so the first visit passes. Keep the permit card where the inspector can see it. If you are replacing a gas water heater, remember that Dublin also runs its own natural gas system and has a separate gas permit, explained in the water heater guide.
A permit is also the record that the work was inspected, which matters when you sell the house or file an insurance claim for later damage. When you are ready, a Free Quote Request on this page goes to an independent plumber who works in Laurens County; ask whether permits and inspections are in the price.
