Is the backup in your line or the city's?
The clue is which fixtures are affected. If one sink or one toilet is slow, the clog is in that fixture's branch, inside your house. If the lowest drains in the house back up when you run water elsewhere, such as a shower filling when the washing machine drains, the blockage is in the main building drain or the building sewer that runs to the street. If neighbors on the same street are seeing the same thing at the same time, the city's main may be the problem.
Stop running water as soon as sewage appears, because everything you send down the drain comes back at the lowest opening. Keep children and pets away from the water, and do not use chemical drain openers on a main line backup; they rarely clear it and make the plumber's work more hazardous.
Who do you call in Dublin, East Dublin or the county?
The City of Dublin operates its own wastewater treatment plant and underground sewer system. For a suspected main problem outside office hours, the city's published line for after-hours emergencies is 478-277-5050, and during the day Customer Service at 478-277-5010 can route a sewer question. In East Dublin, which has its own wastewater plant, the published wastewater inquiry line is 478-272-3050. Rural Laurens County homes are mostly on septic systems, which have no utility to call; the septic guide covers what to do there.
If the city finds its main is clear, the blockage is on the private side, and a plumber will usually clear it through a cleanout with a cable machine and, if it recurs, inspect the line with a camera. Roots, grease and collapsed older pipe are the common causes.

Call (478) 772-6792How is sewer billed, and does a backup change the bill?
A backup does not change the rate. Section 24-72 of the fee schedule, effective with the July 10, 2025 billing, charges each connected property inside city limits a minimum of $13.80 for the first 2,000 gallons of water and $6.15 per 1,000 gallons after that; outside city limits the figures are $27.60 and $12.30. A property connected to sewer without a water meter pays a flat $124.50 a month inside the city or $249.00 outside. Section 24-74 applies a 10% penalty to sewer bills not paid on time.
| Charge | Inside city limits | Outside city limits | Source |
|---|---|---|---|
| Minimum sewer charge (first 2,000 gallons of water) | $13.80 | $27.60 | City of Dublin fee schedule, Res. #26-45 |
| Each 1,000 gallons of water used above 2,000 gallons | $6.15 | $12.30 | City of Dublin fee schedule, Res. #26-45 |
| Flat-rate sewer for a property without a water meter | $124.50 | $249.00 | City of Dublin fee schedule, Res. #26-45 |
What does the plumber need to know, and will it need a permit?
Tell the plumber which fixtures backed up, whether there is an outdoor cleanout, how old the house is and whether the backup has happened before. Clearing a blockage is a service call. Replacing a section of building sewer, adding a cleanout or installing a backwater valve is plumbing work that in the City of Dublin usually needs a permit: the base plumbing permit is $170.00 including up to two inspections, and the fee schedule's Section 24-100 sets the permit and inspection fee for building sewers and connections as determined by the City Manager. The permit guide covers the rest.
Grease is a preventable cause. Pour cooking grease into a container and put it in the trash rather than down the sink; it hardens in the building sewer and in the city's mains. Flushable wipes are another common cause of main-line clogs.

How can you lower the chance of another backup?
Most repeat backups come from one of four things: grease, wipes, roots or a sagging section of pipe. Grease and wipes are habits: scrape plates into the trash, keep a grease jar by the stove, and put wipes of any kind in the bin. Roots and sags are pipe problems. After a backup, ask the plumber to run a camera through the building sewer once it is clear; the recording shows whether roots are entering at a joint, whether the pipe has bellied and holds water, or whether an older clay or cast-iron section has cracked.
Two fittings also help. An accessible outdoor cleanout lets a plumber clear the line without pulling a toilet, and a backwater valve lets sewage flow out but not back in. Both are plumbing work that inside Dublin city limits usually needs a permit. If your home floods from the city main more than once, tell Customer Service each time so the city has a record of the location.
What about cleanup and insurance after a sewage backup?
Sewage is contaminated water, so porous materials it soaks, such as carpet pad and drywall, usually have to be removed. Photograph everything before cleanup, keep receipts for emergency work, and keep damaged items for the adjuster, as Georgia's Insurance Commissioner advises. Standard homeowners policies vary on sewer backup coverage, which is often a separate endorsement; the insurance claim guide explains how to ask for the policy language in writing if a claim is disputed.
When the line is clear and the cause is known, a Free Quote Request can bring in an independent plumber for the permanent repair. If the backup came with a burst pipe or flooding, start at the emergency guide.
